Cheap because it uses a TN panel which can only do 6-bit colour, while S-PVA panels can do 8-bit panels which can do 16.7 million colours.
TN panels will simulate 16.7 million colours by dithering the colours. If you need colour accuracy, skip the TN panels. Though TN panels are great for everything else.
Unfortunately the S-PVA panels haven't been getting any cheaper over the years while TN panels have been incredibly cheap.

TN panels also has a slightly wider viewing angle and faster refresh, well, based on my knowledge which could be outdated.
