Wonder if the city of toronto included this in their budget!

If they can impound your Hertz rental, they can certainly impound a car registered in your name. You can certainly try to skip on paying the fine, but if you plan to continue living and driving here, I wouldn't recommend it. The city of Toronto uses collection agencies to go after unpaid fines above a certain amount. You can bet $2000 is above the minimum. Still don't want to pay? Good bye credit rating.
