Most electronics are duty-free... so you only pay PST and GST.
Depending on the amount of your total purchases, staffing levels and the level of traffic coming back into Canada, the "wave through" threshold may be higher than your standard exemptions.
Individual officers have a lot of discretion, so even though you may be over X amount of dollars, they can and usually knock it down (honesty pays).
With options 2 and 3, not only are you subjecting the undeclared goods for seizure, but also your vehicle.
With a seizure you'll pay a penalty of some 40-60% of the value of the un-declared/under-declared goods, depending on the circumstances (continued lying, etc). I can't remember off-hand what the vehicle penalty is, but if I recall it's tied to the value of the goods.
Tack that on with a record with Customs for 6 years, your girlfriend would also go down as an associate and also have a record. So whenever you/her travel (air/land/sea) for the next 6 years, chances are high you'll get pulled in for an examination.
Choice is yours, you're already getting a deal with the US peso... why push your luck?
