Can anyone else chime in on this? Is this the norm now?
Ask State Farm to show you the clause in the policy that says uninsured driver = you pay deductible.

Subrogation only applies if you are fully paid out but
you still can't file for only your deductible as that prejudices your insurer who may also make a claim. Before you file, check with your insurer as if they wish to claim you must add their claim (or more likley they'll add yours to theirs. Any recovery has to be shared.
