...Al is working on my wheel issue for few months now. He found out that one of my DPE wheels is out of shape, so we sent it to manufacturer to fix it. They sent it back but it wasn't fixed at all. Finally they agreed to make brand new wheel for me.
Here it is this new wheel:

Now the question is.....am I blind or this wheel is used?
Additionally Al tested this wheel and it bounce.

When I asked manufacturer via email about both issues, they responded:
<i>"That wheel in fact brand new. The wheel you brought to us was bent and this
new wheel delivered to you is a different wheel built to the same specs. It
is an industry standard that any wheel should balance within 15 thousandths
and this wheel tested below that. We made sure to verify that prior to
sending it out to you. If you dismount your other 3 wheels or even a set of
our competitors wheels you will see that without the tire and wheel weights
they will all act the same way.
The new balancing machines especially the Roadforce balancers are so
sensitive that they will pick up any variance, but I assure you that once
installed you won't even feel any vibration given you use the hubrings
originally supplied."

They told me that wheel is dirty and has marks because they tested before shipping. And that swinging visible on video is normal.
Do you agree with them?

when I asked them about scratches on the lip, they replied:
<i>"The markings on the lip look like they came from the roadforce balancer that your shop is probably using because I personally inspected this wheel prior to shipping. As for the barrel itself. I will attach pictures of other wheels that are completed so you can see that they look the same. We store some of our barrels outdoors so they aren't entirely clean even when we put wheels together."</i>

what they did was mount the wheel to a tire, and then dis-mounted it.
then packed it up and shipped it out to ya. while in the process scratched it themselves.

well i think they need to send you a brand new wheel. for how much you have probably paid, you deserve another wheel.
