Look on your copy of the accident report form. I believe Cameron is correct that the limit in IL is
$500.00, but as I recall, it states the amount on the form. At that point ($500.00) you <b>have</b> to fill out an accident report. You don't have to report it to your insurance Co. if you don't want to. You do take the risk that the other party will.
<b>Also,</b> if the cop did not witness the accident, I don't believe he can write you a ticket in Illinois. I would be worth checking with a lawyer and, if true, going to court.

There is no requirement that you supply that information to your insurer...
... at least in my policy, there is no clause that states that the insured must inform the insurer of every incident, etc.
There is, however, a clause that states that I must inform the insurer promptly, meaning within x days, if I expect them to cover the damage.

Correct, they can write you a ticket...
... but the ticket is not evidence against you, it's merely the state's accusations reduced to writing.
You can relatively easily contest such a ticket, in my experience.
