as cars, unless there's a bike lane (rare in IL). There are places a bike can't go, of course, as you see on the entrance to most highways, etc.
You have the right of way over bikes when you have the right of way over cars, they have....... well, you get it.
And to answer a_CQ's question below, yes, they can use the whole road. Now as the biker in question was swerving, etc, you can't do anything about it but a cop would take that as reckless driving, if it was as bad as he said.
Bikes, pedal powered or gas powered, are just like cars. Pretend they have an invisible mass around them the size of a car and give the the right of way when legally obligated.
Lastly, as we all see, most bikers (messengers anyone?) don't stop for stop signs, ride into areas that you'd never try on a car, etc. When they do this, they are breaking the law as well, but it's rarely enforced.
Hit a bicyclist with a car and you'll quickly determine their status as a vehicle while in court, that's for sure.

I'm of the mindset these days to 'take my lane' so there is NO worry about a careless or impatient driver trying to squeeze past me where it is not safe to do so. I never, EVER intentionally block or slow down auto traffic, but I will take the lane, every time, when it is necessary to be safe.
I believe that many cyclists struck from behind are hit because they're are not seen. When you take your lane vs. hug the shoulder you stand a much better chance of being seen by all other traffic on the road

But I would argue that there a LOT more bikers breaking the rules and endangering themself and others more than powered motorsist do to them.
Working downtown, where you see most of the bikers (majority messengers I assume) in a day, I see them pulling all kinds of crap. I can give you million examples. Cab driver's right up there with them too...
