Default sure can, but the first hour of tuning would exceed the value of the car, so not sure it be worth it

Default Lack of cats doesn't cause CEL in a 1995. I have no cat, and no CEL.
As proof, just look at the single O2 sensor hole in your stock cat. IIRC, it's in the pre-cat exhaust stream.

What codes did your ECU throw?
