Ppls Gas Bill - $322.-- 1300 sqft high ceilings, WTF?!

I talked to Peoples Gas & they said it is estimated and I should read my own meter, then let them know. Right now I started using the "Budget Plan"...$134 a month for 12 months. It's BS! I'm not done with those pissants at Peoples Gas yet.

Thanks for all the comments.
Few things I have thought about:
-HVAC looks to be relatively new. I don't have model #'s or anything. Filter was recently replaced. Automatic pilot.
-Apartment below us and above us (we're on the 2nd) are vacant. Guessing thermo in the apartments are very low or off, b/c our wood floors are <chilly> when walking barefoot. Probably not off, but approx. 60F. Oh, all vents are above and pointed downward.
- Large windows all plastic wrapped. After this bill, we might go and wrap others. Windows don't even draft at all, quick check reveals nothing visible like my folks old house.
In any event. We thought of all the things that would 'marginally' influence our bill. Really...really the only thing I can think of is that the apt has very poor insulation (or none at all)...at 68 on any given weekend, the damn thing fires on every 9 minutes or so..(I've counted) My fathers relatively new house doesn't click on much at all if doors are kept shut.
We will probably go the route of Press and budget bill.
