I dont think there is a sample rate difference between the two connectors...
yes the USB more than likely has a higher capability, but it depends on how much your ECU is going to be able to output than what the Connector can transmit.
the biggest difference is the "dongle" capability. It is essentially "pre Registerd" and you can use the USB Hex-Can on any laptop with a USB port and Vag-Com Software.
Plus it is usable on the newer cars with CAN bus, Dual K-Line, and L-line serial configurations

yes, the license is in the cable, but you have to use specific hex-usb vag software.
And the you'll need the USB driver loaded. Windows did not automatically recoqnize it.
