it transfers the output power of the transmitter to a capacitor or diode or something (me = no EE)that will bleed off the power (from the output),and then when the button (hold button, like the trigger on a gun) is released it is still calibrated and ready to go. As I recall, it is 1/8th of a second or such it can get a lock, then the operator has to get a 'clear audio tone' which coresponds with the doppler receiver, and the speed displayed (lower the tone, or as a vehicle slows, you can hear it).
Shane is correct; that the radar operator does not have to use radar lock to write you a ticket. In radar school; you have to estimate the speed of unknown vehicles within 5 or 10mph (not sure what it is now, was 5 when I went thru, but heard 10 now) or else you dont pass. Most FHP guys can tell you the speed from oncoming or stationary within 3-5mph. Pretty good.
