Need advice on what might be wrong with my friends Ur-q

I would have posted in the Ur-q forum but i figgure since the I5t is in other models I would get more responses here.
So here is the problem. At half throttle the engine runs smoothly with a good bit of boost. But if I go past half throttle, the engine starts to struggle and doesnt feel like it is getting any boost at all. This occures throughout the whole rev range. The PO told my friend that it is chipped but I havent looked at the ECU to confirm this. The car starts and idles fine but has a slight exhaust leak near the engine. I dont think that an exhaust leak could cause this type of problem but I could be wrong.
Could this be a lack of fuel problem at full throttle? Or could it be incorrectly timed? If I am reading the Bently correctly, I want to time the engine according to the line on the flywheel and not the O.

But like I said, it boosts fine at half throttle so I wouldnt think that it would be it.

I had a terrible performance problem, engine stumbled and struggled throughout the rev-range. Turned out to be a shotty set of plug wires. Installed new plugs/cap/rotor and a fuel filter as well and now she runs as smooth as silk

That's pretty much what mine does. It gets bogged down sorta if you try to accelerate too hard. I don't know what it is yet. Already got two new POS's, which didn't fix it. Maybe fuel filter as Andrew R. says.
