Having had a few 240sx's including my current with an SR20DET, I'd say that some of the shops listed won't know what they're doing with this (be it simple) swap - they may be better with the honda/acura crowds. I could be wrong but it's not what people use in the 240 circle.
I did my swap with the help of Johnathon @ VIP Gargage in Sterling. I actually moved everthing from one swapped car over to a cleaner shell. Johnathon has done around 40? swaps, and can get it right if your friend needs help. However, if your friend is semi confident and knows "righty-tighty, lefty-loosey", he can do everything himself with the numerous instructions available online. Keep in mind if you want everthing done to super high standards (i.e. re-routed harness and clean up all non-used harness plugs for a super clean look) - do it yourself or pay for it $$$ at a shop. Also, Nathan Brasz might do it for your friend if you can locate him, I'm not sure where he works now after RedshiftDC closed. Nate is a D1 driver and been into 240;s for years and has worked for Autothority, porshe pitstop, and most recently redshiftDC workign on 240's.
Here's the low down: Engine drops in on stock mounts (but use new NISMO mounts). Buy a top mount manifold for that T3/T4 for $150 and slap it on. Intercooler kits are prefit and may need some slight custom piping (hotpipe) for the top mount turbo setup. Wiring can be done via many places online for about $150, or do it yourself with instructions online. EMS and fuel systems are covered to the nth degree online. Just pick.
Depending on parts used and shell, your friend can have that setup running reliable 12's in the 1/4 for $4k to the budget listed. There's also nothing wrong with a stock t25 or t28 at 1 bar. It's way faster than you can can push it in the streets safely at around 240-290 hp/tq at the wheels on a "light" car.
