Only if the radar detector's power source was "readily accessible"
If your power cord was in the trunk you couldn't legally be fined. It is legal to possess radar detectors, just not to use them.

Did he confiscate it? If he did, you'll have to go to court anyway to recover it.
If he didn't, then you might as well just pay the fine. Is there a way you can prove the power cord was disconnected and out of your reach? Unlikely. If you didn't know about that bit of the law, you probably didn't bring it up with the officer at the time.

Ha! VA cops will pull you over for anything. One cop pulled me over JUST
to check my tint level. Didn't even say anything about my front plate.
The very next day, in the same area, I got pulled over for having my front plate in the windshield instead of mounted on the bumper. Then the cop tested my tint as well.
No speeding tickets, both times.
