Default Civic still wont start - any remaining ideas?

Fuel: The main fuel relay is fine and the pump does prime. The fuel filter is new.

Spark: New spark plugs, spark plug wires and a new ignition coil. I took one plug out and it does produce a spark.

Air: New air filter.

Thoughts on remaining possible problems:
1. Dont remember the color of the spark, perhaps its not strong enough (bad ignitor, rotor, cap)
2. Timing off from when I removed the distributor
3. Fuel pressure regulator not functioning/Fuel rail not recieving fuel.
4. Snapped timing belt (remote possibility)

To check 3, I thought I could remove a spark plug, see if its dry, then put it back and crank the car and pull it out again. If its wet, then I know the engine is recieving fuel.
Not sure how to checking timing or item 1.

Any thoughts...its been not running for over a month now, but I dont want to tow it anywhere.

Thanks.

Default RPM Sensor?

Look at Tomasz's post. His RPM sensor wire got ripped off and the car can't start without it since timing etc. is all dependent on the RPMs.

Other than that, I really have no clue what else it could be.

I doubt OBD I is that sophisticated. Or is your car OBD II?

Default or a bad hall sender w/in the distributor...

not sure how the honda distributors are setup, but the audi ones (the old 5 cyl motors) have a hall sender built into the distributor that helps the ECU with timing, etc etc
