DMV Fees in VA - Another Temporary Fee stays?

Just read <a href="http://www.washingtonpost.com/wp-dyn/content/article/2007/12/12/AR2007121202516.html?hpid=sec-metro">this article</a> in the Washington Post, and I wanted to bring it to your attention. In short, it appears that Kaine wants to keep a temporary $1 surcharge in our auto registration for the Jamestown anniversary, even after the celebration is over and paid for.
It may not be a big deal to you, and that's fine. But personally, I'm tired of "temporary surcharges" being anything but. California has had a number of these surcharges tacked on to bridge tolls, gasoline taxes, and sales taxes, and they never went away.

I suppose one can also contact one's own legislators, or Gov. Kaine directly.
I'm not arguing whether gov't programs need funding. But if the method of funding bothers you, this fee may, too. After the ineffective "Abusive Driver" fees inacted this year, this adds insult to injury.

But, Max, I agree that those charges are even worse! I just moved back to VA, so I missed the hullabaloo about things like the Vehicle Repair Fax or the Initial Vehicle Reg Fee.
I'd be interested to see a recalc of the overall tax burden by state. VA used to be better off than MD, but I'm wondering if that's swinging in the other direction.
I knew it was bad when I prepared myself for registering the A4 in CA, then compared those numbers with what I paid in 2006 for registration + City of Alexandria taxes (they're unified in CA), I realized it was cheaper in... CALIFORNIA?!
