I got a reckless there last winter sometime and they estimated, not even paced me at 90. I was going about 110, it took from the main toll plaza at the beginning to Sunset hills for him to catch up. He pulled the gun and everything the only reason he didnt take me in is cause i had a coworker in the car. I got a lawyer, i cant remember his name. My sentence was 60 days suspended and 6 months suspended license. They tried to get me to serve 10 with 30 suspended and not lose the license but i went for the restricted license. My fines were about 700 not counting reinstatement and such and lawyer was ~900. The best bet on the toll road is dont go above 75-80 and dont be a leader. Granted this was my 11th speeding ticket and 3rd reckless in two months (but hadnt hit the books yet)
Good a good lawyer, and prepare for a couple days in the clink. Good luck.

And yes, never be the leader, always find someone who is going as fast or faster than you. Of course, this is always easier said than done.
And despite them being illegal, always always always drive with a radar detector. In this guy's case, he would have been screwed because of laser, but most VA cops use K band, and they leave it on so you can pick them up from miles away.
