getting here late, but this is what i've done in the past
i've registered plenty of cars in pa from various other states.
the biggest thing is getting the vin verified. there is a form on the pa dmv website you can print out, and any mechanic can do it. to register it, i would just send the title, bill of sale, that form, and a check to my mom (who lives in pittsburgh) and have her take everything to the dmv. not sure if you can do it through the mail or not
