reckless doesnt invlove any particular speed above the limit..

but technically in most any state if you are speeding or otherwise breaking the law you loose right of way.
my older brother rear ended a woman who turned right out in front of him, now technically she was at fault (failure to yield to traffic in roadway) he was found at fault for excessive speed. this was in MD
