If you cut through the city
because of the timing you can't take rock creek park (it would be the fastest but it's one way the wrong way for you during rush hour).
You could try cutting up 13th, 14th, 16th streets though your biggest problem is getting into the city and getting up past K street (once you are past that you should move reasonably well). Basically it would be like going through rush hour into the city and then finally going north to your destination.
You could try 395/295 and swing around that side, though again I have not done that in the morning in a long time so I don't know what traffic patterns are like.
From where you are I would think that GW pkwy is your best bet overall. If you want you could also try cutting across at chain bridge and going up Arizona, and meandering up to silver spring (if you know the area you will do allot better then if you try to mapquest it).

GW Pkwy to Key Bridge/N. Glebe Bridge to Canal Rd to Clara Barton Pkwy to Wilson Ln to East/West Hwy
to Colesville Rd.
Can't hurt to try.. but you've gotta catch the lights and occasionally double lane change.
Make it an experience rather than a journey. If you don't get pulled over, you win.
