Yes, it is illegal, but if you don't want to run one, you just have to take your chances.
I've lived here for two years and *knock on wood* never had an issue yet and I was pulled over once last fall in the Audi and given no tickets nor had anything said about the plate. I keep mine on the dash and although it's better than not displaying it at all, that's still not going to satisfy the law. I just don't want to drill holes in my bumper.
Just don't drive like a jackass or give cops any other reason to pull you over. More than likely you're not going to get pulled <i>just</i> for the plate.
