which does not take the smart trip card. He might take ART (Arlinton R(?) Transit)

DC does not tax income earned in DC. As S4forDC said, they've tried it repeatedly, but failed every time. So you'll only pay income tax to your state of residence (VA), and only for the part of the year/fraction of the income you earn as a VA resident.
Incidentally, to NoVa A62.7T S, the reason it works that way with MD and VA is because of reciprocity agreements. Not all states have that, so you can concievably be taxed by the jurisdiction in which you earn the money and the jurisdiction in which you are a resident (e.g., a couple years back, I had some non-military income that I earned in VA...both VA and PA, where I am domiciled, took their shares). Some military people end up getting taxed by <i>three</i> jurisdictions, most prevalent at places (e.g., Ft. Campbell) that straddle state borders. Somebody who lives on the KY side, works a second job in TN, and is, for example, a PA domiciliary will pay three times: KY (residency), TN (where the income is earned), PA (permanent domicile). It all depends on state law...
