Default Bumper bar means the inside bumper support...

Since its technically legal to drive around with no bumper cover but just the aluminum support bar.

Default I believe that the bumper req is directed more at lifted trucks to

ensure that a car can't drive under it. There are plenty of stock cars, porsche, ferrari, lambo that have lower/smaller bumpers than an Audi. Even the BMW E30/E28 M cars weren't that tall or high. Plus when was the lat time you say an guy check your defroster or pop the hood of your car?

yeah, but that isnt the bottom of the bumper, it should be just below the headlights

Default will the car go up on a lift easily?

meaning without having to have people lift on the fenders, or use wood blocks to get it high enough to swing the lift arms under? If so, then you shouldn't have a problem at most places. I've had so many inspections done on many cars and noone has ever checked or questioned the height. I do know a couple inspectors and they have said that if they can't get it on the lift, they won't pass it.

Default nope, it needs wood blocks

although this place had the in-ground lifts so you just drive onto it. Had no probs passing.

They can also measure from the bottom of the frame, I went through all of this back in the day when I had a lowered ranger my front was 11" and my rear was 10" police used to hassle me all the time until I got a ticket and then got a lawyer went to court to fight the "altered suspension" ticket. the judge threw it out because the officer couldn't provide proof that his measuring stick was scientifically calibrated...hehe but anyways the bottom of the bumper not the bottom of the front spoiler, there is probably a 6" area from the top of the bumper down that would be considered your bumper and that is where they would have to measure from.
