Default For a 15 year old car...

... those are known fail points. They typically fail at much less time that that. Surprised it hasnt gone before. The radiator necks and tank are plastic. They get old, brittle and crack which can totally F you up.

Water pump has a plastic impeller that also gets brittle and cracks leaving nice little pieces of plastic all over the cooling system.

Id say the work needs to be done for sure. You can save $ though on buying some used parts maybe or doing some of it yourself.

Honestly he doenst need to spend that kind of money for aluminum radiator, fan and stewart pump for a daily driver, sometimes DE car.

I can see the plastic bits as preventative maint., but the hoses too?

They get all hard, crusty and nasty. Then they can eventually split too.
