Grab it firmly and pull. Simple as that It should just pop off with some effort...
This is how I do it on my 88 5k. Don't think your 89 is any different...Unless you have an airbag then there may be a difference...HTH

Don't need to pull of airbag/horn cover to pull instrument cluster : more info..............
1) Remove the upper and lower halves of the black plastic steering colum cover. There are two phillips head screws, access thru two holes on the bottom cover. Use a flashlight to see the screws.
2) Remove the trim strip which runs along the bottom edge of the instrument cluster, three philips head screws, on the bottom edge.
3) remove 2 (or 3?) phillips head screws at the bottom of the instrument cluster.
4) Pull the instrument cluster straight back, towards the steering wheel. Some are in there pretty tight. Carefully pull off the 3 or four connectors on the back, some on the right side, some on the left side. Some need a small flatblade screwdriver to lift the locking tab before you can pull them off. Then manuaver the disconnected instrument cluster away from behind the steering wheel and dash.

True...
I've done it that way on my 5k a couple of times. I was not too sure of the way the dash was setup on the 100's so I did'nt know if there was enough room to slide it out around the steering wheel on that model...good heads up ARK.
