Default HELP!! Constant Starter/Ignition problem

I have a 95 90 Quattro Sport that whenever the temp goes below 20 degrees F, the starter relay locks and the starter will not turn. This is probably the 5th starter that has been put into this car and I have just recently replaced the ignition switch because of locking in the start position. Fortunately the repairs, other than the $600 for the first starter and ignition work have been covered by product warranties.

Does anyone have any thoughts? Is it a ground issue? And yes the battery is newer.

This may be a stretch, but is the key duplicated? A co-worker with a 90 had his starter ground to nothing after his wife drove it with a duplicated key that did not spring back out of the start position. "Oh, that's what that grinding noise was..."
