Important Relay Question.....

Hi Audi people!
All this may be normal, but here is the question.
I opened the fuse box of my car(Audi 100 '89) today and i saw that on one of the relays , there was a missing fuse. The space for it was just empty and i have no idea what kind of fuse was there or why it is not there. I don't know how come i've never noticed that it's missing.
Anyway, the relay has number - 215 and it is called "Relay for manifold preheater , K - Jetronic"
What does it do? Is there any chance that the fuse was removed for a reason and is there going to be any harm if i put a new one there? Can this relay cause any problems? Right now the car looks like it's running fine without the fuse in the relay. What difference will this fuse make? Should i put it?
(the relay itself looks a little dirty, kind of black-smoked but it could be also someone's dirty fingers. I wonder if it caused any problems in the past?)

I just looked under the hood of my 89 100, and there is no fuse in that relay in my fuse box, either. Apparently it came that way from the factory. I assume it is a test point, as suggested by ARK. I'd say don't worry about it!

Insert 10 amp fuse in. Wait 4 seconds. Pull fuse and watch for codes using the "check" engine light on the dash display...HTH
