Speedo off by 5mph at every speed.

I had recently noticed that my speedo read higher than everyone else by 4 or 5 mph. I just checked it with a friend's GPS last night and it is a little over 5mph high at 30 and at 60 mph. Does this mean that someone took it apart at some point and put the needle back on in the wrong place?
I am about to take it to be rebuilt anyway, but I would like to know what is wrong. It is getting rebuilt because half the time you have to smack the dash in order for the needle to move off of zero. It seems to get used to that position when the car is off and likes to be lazy. One smack per car start is enough. 210K miles, digital speedo, odo works fine.
