what does the fuel relay do?
Does it affect the cold start valve? is the cold start valve use the temp sensor on the bottom or the top of the coolant flang on the drivers side of the engine?
I have a new fuel pump. I have trouble starting the engine cold. After a while the throttle becomes tricky and it appears the fuel is not getting to the engine. Would this be a problem caused by the relay. Is the relay suppose to heat up and is it suppose to get black on the upper parts of the contacts?

Fuel pump relay controls the fuel pump's electrical supply.
Cold start valve's "seperate" from relay. Cold start is controlled by ECU and temp sensor on the bottom of flange. Top sensor is for guage in dash.
If you recently replaced your fuel pump, its advisable you replace the relay too. As the old relay gets heated up from the old pump drawing too many amps!
Cold start issue's(on your motor)can usually be attributed to the temp sensor on the bottom of the flange.

Did you replace the filters too? More often than not on this engine it's the filters. The cold start injector could be clogged. (Easy to take apart to see.) The cold air valve at the filter could be jamned open. The TPC sensor could have a small break in the circuit.
The relay should not have ANY black near the base. Pull it and clean the board. It won't hurt to replace the relay, but make sure that you don't have a collaped fuel line and new filters before you put in a new one.

I got the car started today and was unable to get it to act up. Some people have told me it is not the fuel pump relay and that it is normal that they get that hot(it has those rainbow colored heat lines from getting so hot).
I want to have it computer diagnosed but they is a 4 week wait at the dealer and no real other independants around thaough they is one possiblity on tuesday.

It is not normal to have that engine over-heat like that. Rainbow lines on the metal or jusy heat rise in the air? What do your oil and water temps looking like?
My older car starts great when hot. Hot start problems are common when things start wearing. It may take a while to track down.
