We are having a similar issue with the new track here.
Albiet the citizens of the town were there first, the track is built on an old rock quarry where the blasting was louder than some of the cars that run on the track now. They put a noise level on of 100db's which isnt all that loud, but enough to keep open exhausts off, and the louder mufflers.

Miller Motorsports Park is in a 3 sided valley (north side is the great salt lake)
So the sound does have a tendency to bounce around a bit off the mountains.
But the thing is, there is a set of train tracks that run along the north side by the lake. And a loud train runs on it every night around 10pm. Do the people there complain about that? Nope! They complain about the race track making noise at noon. Granted, the track starts up at dawn (7ish) and really gets active around 9am. But with the exception of about 4 days out of the whole summer, is quiet after 5pm.
