Replace lug if threads are damaged, install new nut.

Is the rest of the bolt still stuck in the hub?

Default Has enough of the head broken free to get the wheel off?

If so, take off the wheel, spray PB Blaster around the lug, give it a chance to work in. Then clean off the threads of the protruding lug with brake cleaner and use a plumber's pipe wrench to crank out the lug. Pipe wrench has directional teeth to grab the lug. It will destroy the threads.

If not, drill out some more of the lug nut. Protect the inside edges of the wheel bolt hole with a plastic sleeve or cardboard tube.
