I would file a claim with the Waltham DPW
...this happened to me (Waltham towny) 12+ years ago....and they gave me 70% of the replacement cost for two new tires.
Back then, I was driving an 1986 4000CSQ and the manhole cover took out both passenger side tires.
Make sure to take lots of pix of the mhole cover, the damage and the replacement costs. Those will be needed when you file your claim.
You'll probably get some $$ in 6-8 weeks.
