It is not a moving violation unless it is from a police officer and its written on a MA uniform citation. Otherwise it just a plain old meter maid ticket . . . this is fact.

Yes, it is a moving violation if you are DRIVING the car with an expired inspection. The point here is that it was PARKED, and found this ticket issued by Boston. As this was issued by the City of Boston, likely part of some city ordinance, this was NOT issued as a moving violation in violation of Chapter 90 (Section whatever and so on and so forth). That can only be issued if he was stopped and caught driving the car with the expired inspection.

Don't get 3 'moving violations' in a year, or they'll send you to driving school (and probably suspend your license). You will have to pay for the driving school, probably pay to have your license reinstated, and incur insurance surcharges.
PS: the driving school isn't the Skip/Barber performance type of driving school either...
