Default Question regarding my accident yesterday

the guy went to his insurance company to put in a claim. Ok, good, Im glad he did, he wants to get thsi over with, as do I. NOw, my policy is set up so that if someone claims against me, I dont get surcharged if their claim value is under a certain dollar value (like 2 grand or something). I asked the guy to get an estimate and he is yet to get back to me.

My question is two part:

Can he voluntarily end a claim if he has initiated one?

and secondly, if his claim value is under that limit I mentioned above, can I tell my insurance company that I am not putting in a claim for my car and am fixing it myself? Or will they force me to go through insurance because there was a claim put in? I always thought I had the choice, but Im not so sure in this state.

Default I don't think you have to put in a claim.

Just say there was no damage to your car. I'm fairly certain insurance won't care. Your step will go up either way though since the other person put in a claim.

So if the damage to your car is over the amount of your deductible you may as well file a claim.

Are you sure about that? You probably are if you are mentioning it but I thought/think the insurance step was an DMV thing not an individual insurance company thing. So not sure how, if another insurance company is filing the claim, your step won't change.

Never heard of it, but if it is true that is pretty cool.
