Sounds like he just want to bust your *****. Definitely fight it.

I'm just glad that "he" (the officer) didn't get in an accident since "he" was apparently focusing his efforts on watching you behind him and not the road in front of him. And he did it for an extended period/ few miles either in his mirrors or over his shoulder.

On a historical note: I got pulled over in CT years ago after flying up behind a trooper and all he did was harass me a bit. Back then he told me that he couldn't clock me since I was behind him. It's probably different now ...
