Ugh dealing with all these **** storms.... how do i make a claim on another persons insurance?

your doing business with them you have an established relationship ask if they can find out what
insurance he has. I wouldn't expect them to handle the claim or any legal matters but they should be willing to do a little investigation for you. Are you going to insure it with them eventually? In my opinion it all come down to customer service. You are a customer. Maybe I'm being unrealistic so if that's the case I think the attorney general would be my next phone call.

A word of caution about small claims procedure.
If a plaintiff elects the small claims procedure, he/she waives any right to appeal, but the defendant does not. The judges and clerks know this so small claims court is somewhat biased in favor of the defendant. You should not use the small claims procedure unless you're certain you can sleep comfortably regardless of whether you win or lose.
