I got a new carbon fiber RS6 steering wheel and everything lines up and fits. However it did not come with a big brown wire harness like the old one has molded into it. What is this harness? Can I still put the new wheel on?

Plug in old wheel, but it's molded. The new one does not have that.

The new steering wheel with paddle shifters. Everything looks the same as the old except for that harness on the bottom.

Is your old steering wheel a heated steering wheel?
That looks like the heating element.
You would probably have to turn off the heating function.
