For a state that is so very stringent on emissions, the utter complete lack of safety inspection during the whole registration process was unexpected.
Here're some other States safety inspections, for comparison:
VA
Annual safety inspection. Bring car to designated garages, it goes up on the lift for mechanic to poke around underneath and also gets test driven. ...not just light checks.
MD
Safety inspection similar to VA, BUT only when the title changes hand. We used to laugh at the one-time only part of it, but heard rumor of movement afoot of changing it to annual.
NJ
Bring vehicle to DMV inspection station that houses all the inspection equipments. You & your vehicle move thru a car-wash-like 'production' line... At one part the car is lifted slightly off the ground and each wheel is felt for secured-ness, bearing, & linkages. Another part where the inspector accelerates the car down a path to 10~15 mph, and bakes hard as each tire is over a set instrumented plates. It measures the deceleration force on each tire to make sure they are sufficient and balanced.

Also salt there roads causing serious amounts of rust damage to the undercarriage of most vehicles. From what i understand, if the state doesnt salt the roads down then no safety inspection is required. It'd be nice if they did a quick walk around on our cars here in CA (check the pads, make the person use there blinkers & horns etc) but Im definitely not a fan of giving california anything else to charge us to keep our cars on the road. test-only smog restrictions, increasing registration costs yearly & taxing everything they can it's obvious they'd be charging for the safety inspection as well.

And yes, on the converse, I have noticed how older cars stay in much healthier shape out here w/o suffering from rust issues.
