Default Recommendation for a shop to tighten those annoying cat->downpipe bolts for my 1.8t?

The bolts where my cat->downpipe connect came loose (from swapping out my testpipe, passed smog yay!) and my exhaust sounds NASTY. I just moved to Santa Clara so I have no tools, I also rather just take it somewhere to have them tightened due to my work schedule. I took my car to an indy Audi mechanic in Sunnyvale, he had no idea what I was talking about. He kept insisting my cat and downpipe were ONE piece...moron. He also wanted to charge one hour labor to tighten 3 bolts...which takes maybe 20 minutes max including getting the car on/off the lift. So any ideas on a shop that can help? TIA.
