Will all-season tires pass the mustard in the Sierras?

I know it depends on the severity of the weather, but has the CHP ever pulled you over and told you to put on chains despite having AWD and all-season tires?

however, even with snow tires (which are better than all-seasons) you can still get stuck...especially on unplowed uphill roads.

but if you don't something and you are stuck blocking a roadway, they can get tough if it is in R-2 conditions.

Here's the text of the CA DOT website. Note that you have to *carry* chains, but you'll never have to use them with quattro and snows.

Chain Requirements
R1: Chains are required - snow tread tires allowed.
R2: Chains are required on all vehicles except four wheel drive vehicles with snow tires on all four wheels.
R3: Chains are required - all vehicles - no exceptions.
R1 and R2 are the most common conditions. The highway is usually closed before an R3 condition is imposed.
