Get the plate number of the car, and go file a complaint right at the police station...
I've done this a few times. Once because I was driving up 287 towards Rt 23 at about 11 at night and it was REALLY foggy out. I was in the right lane because I was getting off onto Rt 23 south. There was a car about 10 car lengths in front of me also in the right lane. There was a cop parked in the shoulder about 2 feet from the solid white line with no lights on at all giving radar. When the car in front of me came up on the cop, they obviously got startled, swerved, paniced and spun out coming to a complete stop in the middle lane. So instead of stopping and cursing out the cop, the person straightened out and kept going. The cop didn't even turn on a light, watched the whole thing happen and didn't do anything. Imagine there was an 18 wheeler cruising along with us...it could have gotten real ugly! I went right to the Riverdale police station and filed a complaint. Since that day, I've never seen a cop there again. Instead, they stay on the center median in the grass, and they always have a light on at least inside the car.
People are mostly just too intimidated to file complaints, but I think everyone has a right to, so do it.
