There is high instability in the atmosphere right now, and will continue with the high temps and rising dew points and humidity.
A weak upper level vortex is moving through PA right now, and should weaken a bit as it moves East. It will still be enough to kick off the T-storms ahead of it though. As the daytime heating wears off, so will the instability and chances of storms. 7pm still puts you into the tail end of daytime heating though... so the chance is still there.
That area should be at about a 60% chance of afternoon showers and storms moving through. If you look at the radar out into PA you will see the disturbance which will make it's way East.
