It's funny you mention that...because my dad is in the oil business and he
spent a couple years living in that area. He said you wouldn't believe the carelessness and general disregard they operate with over there.
He said it would be common to see someone driving 90mph on the "highway" with their 5 year old kid sitting on their lap steering the car. My dad said he'd heard someone local call the kids "airbags".

I did a research paper for my economics class last year on the UAE/Dubai...
Unless they come up with another large, sustainable industry, they're screwed. All that oil will be gone within 100 years. So they have a strong short term economy, but in the long run, they're going to dry up
