Default Best way to cut out some of the wheel liner?

I need to get rid of some of the wheel liner in anticipation of lowering my car this week...so I need to roll the fender and cut away some of the black bulge from inside...any helpful hints? Also, if I want someone to do it on the Eastside...wheres a good shop to get it done at?
Thanks!

Default Go to Achtuning. They should be able to take care of it for you, I would think.

Yeah, we can cut away the fender liner, but we'd refer Ryan to Queen City for the rolling
