In the evening, you'll hit some backups on I-5 NB as you approach Downtown Seattle. You'll also hit some backups around the Tacoma Dome where the I-705 merges with I-5. But that are usually dissipates after you pass the River Road exit.

While you are "reverse Communing" once you get out of Seattle area, traffic gets back, from Federal Way all the way to FT Lewis.
There are a LOT of great areas around Tacoma, that don't have any Military people.

It is really nice in the Northend...fairly affordable and you can take a surface streets to the base if you want...(it will take longer but is possible)
Traffic in the morning South Bound from Seattle is pretty light...until you hit the area around the Ft. The 2 bases both employ a lot of people so it can take time getting on base from my understanding...
I would just find a nice place in Tacoma or University Place and visit Seattle on weekends... Plus Tacoma is closer to Mt. Rainier
