also maybe you can tell me this
at about 4k rpm my turbos start loosing boost, they continue to loose boost until redline, making me not get all the hp that i need when my engine gets the most hp output. Is there a way to fix this with a boost controller? I have contacted neuspeed, and they tell me that they do this for turbo life reasons...

What your seeing is your tiny K03's loosing efficiency, they cannot hold a lot of boost up top.
You may notice that the stock K04's have a little more lag, but continue pulling longer in the RPM band because of increased efficiency. If you try and overboost your K03's to get more top end power, they simply cannot take it and will result in blown turbos or reduced lifespan.
Most chips and tuners will taper boost down to near 12psi at redline, this is to increse the longevity of the turbos. Once you increase the turbo size, you can run higher boost at redline. With stock K04's I was holding consistent 20psi all the way through. Hope this helps.

The program the taper in the chip for various reasons
-they don't want to kill your stock turbos (or not as fast)
-if you ran constant boost (like 1.2bar) to redline, by redline you'd just be blowing extremely hot air into your engine...and you're not going to be making power doing that.
-like kyle said, the K03's can only push so much air, and at redline they just aren't upto snuff (on a chipped car)
