What is an electrical service upgrade worth in beautiful Des Moines?

Upgrade from 1970 era 125 amp split bus service to 200 amp modern service, new panel, manual generator crossover switch, conduit outside the house (original conduit behind wall too small for 200 amp leads), new ground bonding to plumbing, permit.
Got a quote for $1000. Seems pretty fair.
Have any electricians you recommend that are licensed and insured?

I used to do that stuff when I worked as an electrician...
I would comparison shop for different estimates though, just to be on the safe side.

House was built in the mid 70s. Most all of the outlets and lights are on a big circuit named "Lighting Main". I want to get some general upgrade work done. I may get a heat pump or some little air conditoners or?
Also had him bid on the items below. Cost would be another $1000 or so, less if I help.
Home run for fridge. (New run, separate circuit breaker)
Home run for combo microwave/oven/fan hood.
Three new outlets in den where most computers, stereo, etc. are.
Rough-in for two Jacuzzi bathtubs.
Rough-in for two electric toilets.
Outlets for garage door openers (on extension cords now).
Switched outlets on both sides of one garage bay for "detailing lights"... (4) four foot florescents or (2) eight foot fluorescents something like that.
Gonna be a lot of conduit on the garage ceiling.
Everything is pretty accessible and I am very easy going about the aesthetics, ie conduit outside the house and on the garage ceiling is fine with me.

Neighbor just go the same thing done for $3000 and I can't see a lot of difference between the jobs. I'm no electrician.
His house was built in the 50s but new mast on the roof, conduit outside the house, new panel, new ground run to water pipes, new panel and manual generator "Crossover" switch. Hard to see where the extra $2000 is but I didn't watch the work being done. Took about half a day.
