What is a harsher substance? Sand paper...steel wool....anything more abrasive?

Default what are you trying to do?
it all depends on the coarseness of the steel wool or the grit of sandpaper.......40 grit sandpaper will do more damage than 00 steel wool probably........

I'm guessing gravel would be too abrasive?

Default use a dremel metal sanding pad?
I've had good luck using them in the past
