I just noticed today that the EPA ratings for the 2015 went up 1 mpg city and highway. Did the specification change or did they just change the rating?

Lots of highways you have to stop on, doesn't necessarily mean "freeway".
I'm not sure if the highway estimate incorporates stops these days or not, though; the base "highway" test doesn't, but they've added a lot of tests and they all get rolled up into two numbers, so it's possible that enough was incorporated such that the highway number got bumped up to the next whole number (depending on how they handle it, it could just have needed a small increase if it was close before).

I've seen a couple of articles saying this feature hasn't resonated with drivers in the US yet. I'm sure it's not going anywhere and will be offered on more vehicles..
