Ac only blows when it's below 70 outside?

Ac only blows when it's below 70 outside?
My 2009's air conditioner only blows cold air (any air at all actually) when the exterior temperature is below 70 degrees. Works great when its colder than that. Any ideas? Could it be the temp sensor is failing?
